Let’s face it. Planning out west can be mighty different than your previous job east of the 100th meridian! That’s why Western Planner was founded, and why it is still relevant today. After all, that’s why we have the Lester Award! This interactive panel will draw on and explain some real, pertinent, and often funny, “teaching moments” with discussion of lessons learned in the context of the ethos of the Code of the West and the AICP Code of Ethics. The panel will emphasize sharing your experiences for the benefit of all attendees.

Dan is a recovering planner who retired just before the pandemic. He has served in both APA and Western Planner leadership roles. He currently serves on the Santa Fe County planning commission.
Jim Strozier FAICP

Jim is a private sector planner with over 38 years of experience working primarily out of New Mexico. He also has experience working in Colorado, Arizona, Utah, Nevada, and Texas. His experiences have definitely informed him about the rewards, challenges, and funny circumstances associated with being a planner in the west.
Elizabeth Garvin, AICP, Esq.
Director, Clarion Associates
Elizabeth is both an attorney and a planner and she has practiced in both disciplines. She has prepared both traditional and FBC/hybrid code update projects for cities, towns, and counties across Colorado and the country; drafted topic-specific code provisions covering issues such as ADUs, sustainability, and signs; served as an expert witness on land use issues; and organized and undertaken numerous code-related public participation processes. Prior to working with Clarion, Elizabeth founded Community ReCode, was the Planning Director for SAFEbuilt Studio, and practiced law with Spencer Fane.
Ms. Garvin is a frequent speaker and author on planning and regulatory topics, including serving as an advisory board member for the Rocky Mountain Land Use Institute as well as RMLUI’s legal columnist to the Western Planner. Recently, Elizabeth co-authored the April 2018 APA Zoning Practice article entitled Living with Form-Based Codes and presented on the same topic at the 2018 APA National Conference in New Orleans. She was a co-presenter at the Bettman Symposium on Equity and Zoning at the 2019 APA National Conference.
