Collaborative Planning for Thoughtful Neighborhood Design: A case study for creation and implementation of form-based code

In 2020, the City of Missoula and Missoula County adopted a Neighborhoods Master Plan, amending applicable city and county growth policies for a 2,000-acre area. IMEG assisted in the master plan and code adoption process, creating a plan incorporating intelligent growth planning principles to promote walkable, diverse, livable, sustainable, and affordable neighborhoods. To accomplish these goals, the new form-based code was prepared and adopted for the area of the plan.

IMEG had the unique opportunity to take the first three projects through the newly established review process. This presentation, given by a professional land use planner involved in the plan preparation process and subsequent private development projects in the area, discusses opportunities and challenges that occurred.

Paul Forsting, AICP, is IMEG’s Director of Planning for Montana, overseeing a team of design professionals and project managers across the state. He has managed numerous successful projects, from land use regulatory permitting to extensive land use and environmental planning, including feasibility and development opportunity identification analysis and preparation of environmental documents, such as resource management plans and environmental assessments. He has extensive experience and an exceptional talent for communicating complex topics in public forums.
