Ethics: Scenarios and Cases

The APA 2024 Ethics Cases of the Year will be presented to the audience in a fun, competitive gameshow format. Participants will also have the opportunity for group discussion of scenarios. Contact information for AICP Ethics Officer will be provided, along with other online and published Ethics resources. Content of the AICP Certification Exam and AICP certification maintenance requirements will also be reviewed.

Donna Bye
Planner
Houston Engineering, Inc.

Donna Bye from Minot, ND served as City Planner for the City of Minot, ND, for over 15 years before joining Houston Engineering, Inc. in 2017 in her current role of Planner and Landscape designer. Her past work in disaster relief and community planning resulted in funding and grant awards totaling in the millions of dollars. Her degrees in Landscape Architecture and Environmental Design from North Dakota State University allow her a unique look on both community and environmental projects. She recently finished holding seats on the International Peace Garden Board and the ND Planners Association to focus more on the Western Planner Board as President Elect. She is currently working on some trademarks for her own business and writing a children’s book she hopes to unveil someday in the near future. She is married to her high school sweetheart and has two children and two wiener dogs and enjoys, biking, golfing, snowshoeing and gardening.

Alison Tompkins, AICP, PLA
Lead Planner, Landscape Architect
J-U-B Engineers

Alison is a certified planner and professional landscape architect for J-U-B Engineers, a multi-disciplinary engineering firm with offices across the intermountain west. She has a master’s degree in Landscape Architecture from the University of Idaho and serves as the Idaho APA representative on the Western Planner Board. Alison has 20 years of experience spanning local and regional planning, floodplain management, and landscape architecture projects in western states. Her work includes multi-agency coordination between local, state, federal, and tribal governments, with an emphasis on sustainable management of water resources. She began her career conducting watershed restoration and habitat monitoring for the Nez Perce Tribe, followed by private practice in landscape architecture before transition to land use planning and consulting.
